It has already charged for 4 hours and says it is "Fully Charged", but I don't know whether I can turn it on yet!

The reason why they tell you to do this is to condition the battery, thus giving you optimum life, but you need to cycle it a few times to establish the 'memory effect' and to run in the battery, you'll probably find that you wont get anything near the claimed talk time for the first few charges, but it should improve. If you try an use it straight out of the box and only part charge it all the time, you will find the battery will go knackered before the warranty on the phone is up, these modern Lithium Ion phone batteries can be funny if not treated right.

its always best to charge fully ya battery on any phone when you first get them.its not like old days when batteries had a type of 'memory' and would remember the first charge as being full charge.people would charge them for half an hour and then wonder why the battery got knackered within the year.
I'd suggest that you allow ya battery to charge overnight and then use the phone as normal but allow it to discharge (run down to practically nothing) BEFORE charging again.then give it a complete overnight charge again.this is just to make sure.
most battery manufacturers say you can get away without doing this but it wont do any harm to do this to make sure.

Yes, turning the charger off early will reduce the life of the battery by lowering the memory effect starting limit.

be patient, let it cook for a day and you'll get much better battery performance in the future.

NO WAY! I've never bothered to do this with any phone. They all come with a bit of a charge in them so get playing with it! Give it an overnight charge AFTER you've played.

you really should let it stand for at least 8 - 10hrs to fully charge the battery. Like you should completely let the battery go flat before recharging your phone other Wise it doesn't use its full cell of battery!!! i know its boring but i was the same itching to use my phone!!!! heeeee.... hey look at the time ahead of use to play with your phone loads!!! go and watch TV or do something !!!!
