Somehow I doubt that there's a bridge. Let's shave a bit with Occam's razor, shall we?
There is nothing in the Mare Crisium for a bridge to span. Therefore, there was no need for it to be built.
And why would the government want to cover up something like that? We've all been told about the canals on Mars, haven't we?
The Russians had a decent space program for a while (never made it to the moon, but still...). Wouldn't they have spotted this bridge and try to discredit the U.S. on the world stage?

I've seen the photo on the web and it does look remarkably like there's some kind of structure at the edge of the crater's wall. Running it through some filters makes the details stand out and the photo certainly doesn't show any obvious signs of being doctored at least not to my untrained eye ! Interesting !

Space is not the province of governments, it is the province of astronomers, and indeed anyone who takes the time and effort to learn about astronomy and bother looking at the sky! You simply could not make any such conspiracy work!

I haven't heard of it, but you know how Donald Trump is! Always trying to stay one step ahead of the competition, he probably is planning to build two casinos up there - one on each side of the crater!
