yeah that's annoying, but maybe he just wants to be part of the action and hang out with you all up there. Just tell him to knock it off, or maybe you could be nice and tell him to come up and hang with you.

No, I can see that it might be a bit annoying for you but maybe he is expecting someone himself, concerned about security or just plain nosey. Why not try telling him in advance that your friend always comes round at 0200 hours every Tuesday to play pat-a-cake or that you are expecting your parents to call at the weekend in which case he will know that it's for you and won't look.
Or get your guests to text you when they are outside and you can tiptoe past his door and let them in really quietly without him hearing you. Or answer the door extra loudly, shouting out, "HELLO, MUM AND DAD" as you do so that he doesn't need to bother to look.
Either this or arrange to meet your friends outside of your home address.

If that's all you've got to worry about, I envy you. I've had some truly freaky flatmates. Some people are just weird. But this is at least harmless. Ask him in a jokey way some time, he may laugh too and explain himself.

Yes it's normal behavior. I want to know who's walking into my house also, especially late at night. You said all he do is peep, it's not like he's trying to steal your friends.

He's just a nosey person. Beside it's good to have someone watchful around. Look at it as a good thing rather than negative.
