Is it illegal in the US for a high school teacher to have sexual and romantic relations with a student OFF CAMPUS AND NEVER ON if the student is 18 years of age and consents?

don't really know about american laws but in the uk i think it's legal so long as the student is above the age of consent but it's frowned upon!

On its face, it is likely not illegal, though it is unethical and may be grounds to get fired.
Also, such a relationship is inherently unequal and so could be considered 'sexual harassment'. Consider the following scenario... the relationship turns sour and the student decides to take revenge. He/She claims the teacher made promises or threats. The teacher may find them self out of a job and perhaps in civil court.

as long as the student is in the same school as the teacher, yes it is wrong, why? because that may affect their school grades despite if the student gives consent of their relationship. the law is simple of that, a sudent and teacher cannot have a relationship at all until student moves school(must be 18) or graduates

I am a teacher in the usa. I don't think it is illegal if it takes place with someone over 18 and is off campus; however, it is certainly unethical.

While not usually illegal, it is usually considered unethical for any teacher (high school, university, etc), to have a relationship with a student, if they are or could become their student.

It’s likely not illegal, but the teacher can certainly be fired for it and good luck finding another teaching position with that on their record. It would be the end of their career.

No, in that scenario it is not illegal. But it may be against the teacher's union contract and he or she could lose their job over it.
