If I understand your question correctly the answer is no.

If you want to allow someone to download a video it is on their computer and they can do what they want with it (although if they share it they may be violating copyright laws) but then you'll need to get an attorney that specializes in copyrights to help you out.

No. Downloading is a form of sharing. What you're asking is "can I make something unsharable, and then share it?". A contradiction in terms I think you'll agree.

If you don't want people to see your video, don't give it to them. It's very simple when you think about it.
