I think NO. Vehicles from Indian brands were not having the EURO II emission norms in the year 1997.
EURO 2 means its an emission standard that a vehicle has to pass.

The government is totally picking on Toyota. I have an '04 Impala (GM) that has 4 recalls plus a steering problem that hasn't been recalled that can cause loss of steering, no congressional hearings about that. I also have my winter beater '97 Mercury Mountaineer (Ford) that could start on fire because of a brake fluid drip on a solenoid or something, still no congressional hearings.
