Professional companies use a thick membrane to cover the ground & 75% up the walls. The sides are sealed & all entry points are closed. The access doors have weather stripping for a complete seal. They then run 1 to 2 vents into the space. The reason for an insulated crawl space is to prevent moisture problems which cause foundation problems. Not to mention keeping out alarge number of pests. When conditioning the space you are not trying to keep it at the same temp as the living quarters but merely to keep out the humidty and extreme temps.

Normally a crawl space is not heated as it has a tremendous waste of energy. It should be well insulated from the living area

I am not sure why you would want to but.. if you did, you would or should get a heating company(not something that you can do yourself) to cut a hole into the side of the crawl space and add a vent to that area.

Poke holes in the heat ducts but careful it will take away from the rest of the house a little bit.

vent your clothes dryer into your crawl space. It would help to keep your pipes from freezing in the winter.

You will want it insulated, then just cut into the furnace duct work and put a vent down there.
