its called a flehmen response it helps smelling certain substances. See link for info so I don't have to write it all here.

This is commonly known as "grimacing" and it basically allows the Jacobsons organ to detect particular scents. You will normally notice your cat doing this when they are smelling an area that has been urinated on (if you have one of those pesky cats that likes to pee on everything) or if you have other animal smells on your clothing etc.
