It can be to a person who cannot speak.
Sometimes art just speaks louder than words ever could.
It can sometimes stir strong emotional reactions, this in itself can express things that no words ever could.

With the help of arts or drawing, you can depict anything, convey your thoughts. Drawing speaks for itself. You can depict the past, present and also the future. Things that cannot be understood by mere words can be absorbed through pictograph. Abstract can be much understood through visualization. Moreover, in most people, visualization or picturisation can be more effective in memorizing or understanding. Sometimes drawing doesn't even need words to be defined.

Listen, if you look at a something like Picasso's "Guernica", knowing the history of how Generalissimo Franco handed over a whole Spanish town in 1937 to Adolf Hitler for Luftwaffe practice, know the horror and dessimation, then see the images in the painting and it doesn't "talk to your soul", in fact "scream", then no one will ever be able to explain to you how art is a language.

Because people study languages, people study drawings ecetera.
You can read a drawing, know it's meaning, therefore it is a language.

I think that drawing is a language, because it lets us (the world) view what that person sees and feels, as they give us a view of what is inside their minds and their hearts. No matter if it is in pencil, ink, or oil...the artist can give us a "sneak" peek inside to see what they are thinking.

If you had looked up ''language'' in the dictionary you wouldn't be asking this question.
