i think it's because we haven't trained our brains to access information in an efficient enough manner. the way we have ourselves set up is that when a piece of information is accessed repeatedly (such as letters and numbers), it comes to the forefront of our memories, whereas something that is not accessed often (such as a single question on a test we had five years ago) is forgotten simply because it doesn't enter our daily operation. another angle is that it may be a matter of brain chemistry. take for example the Idiot Savant, who can recite the entire phonebook and play 10 instruments, but can't tie his shoes or function without assistance. funny thing, the brain is.

Because our brain is not a Yottabyte drive (10^24 bytes, or 1 billion Terrabytes)... We have limited capacity, and furthermore we have limited RAM and poor mental organisation.
Naturally we cannot store all the memories we would want to. The more we pack into our brains and categorise it, file it, organise it and the rest.... the more the old stuff has to be compressed to save space... Theres only so many times that a piece of information can be further compressed before it becomes completely unreadable and corrupt beyond the possibility of retrieval.
