Technically, a country is simply a geographical territory. When you say a country, you probably mean a state, which is an independent territory with a government, a population, and sovereignty over these. Sovereignty is the exclusive right to exercise supreme political (e.g. legislative, judicial, and/or executive) authority over a geographic region, group of people, or oneself. So to be a politically recognizable state, the state much meet the above requirements.

I think that a country is technically and politically a country
when it is self governed like the states and the european
countries and it is not a country when it becomes an occupied
territory with a puppet government like iraq and afghanistan.

When it kisses the USA's a** more than the former country did--and as long as it has some kind of resource that we can exploit.
