Apparantly you mail everyone you've had dealings with on ebay and as your name moves up a list you get the £3 from paypal from all the users........
Is this just another scam??

Yes I've seen it and its not from Ebay. Report it as spam.

It's been a plague since 1935. Look up the Send-A-Dime scandal of that year.
It jumped onto the Internet in 1987 or '88, courtesy of Dave Rhodes, the inventor of spam (the electronic form, not the meat).
And it's a felony to participate in or promote.

I had this ages ago - i got about £6 - not quite thousands, it all depends on whether everybody participates
