I would want to invite "friends" to a flat/house where they will have already payed for entry/ alcohol etc.
Although I relise this is risky with possible prison terms to contend with thats why I need to find a grey area, any ideas

Ive been to underground clubs that flout the law by selling raffle tickets for beers, and obversly I cant employ anyone due to smoking ban.

you start a holding company in some tax shelter island in the Caribbean sea. you rent an old boat, refurbish it as a floating bar, take your customers beyond the limit of national water, drink, smoke and have fun, as long as it's not a felony, then close the bar and sail back to the port of departure.
