Do you mean 170 centimeters tall? That would put you at about 5'7" at US standards. If so you'd need to start practicing on your jumping and jumping from the tips of your toes using a plyometric training shoe. You still could gain a little height if you are only 16. At 5'7 that is a little on the short side to be dunking, but there have been people much shorter such as Spud Webb (Atlanta Hawks) where their height didn't really matter.

Find a good trainer to show you some lifts Olympic lifters use. These guys are huge and they have verticals of 36-48 inches. There are some really good volleyball drills as well that really help with jumping. A great exercise, if your in a gym or playground with 6 hoops, is to run around and jump trying to touch each rim and then going the other way jumping off the other leg. Just keep jumping!

at your height, you should just be able to walk to the hoop and place the ball in.
