Sounds like you don't understand how System Restore works.
It has to be on all the time so that it sets restore points on its own. You can also set a restore point whenever you want. All you have to do is go to where you turned System Restore "on" and select the Set A Restore Point button and follow the instructions.
If your System Restore was not on, you have no "restore points" to go back to.
If you had System Restore on and created restore points, and then turned it off and then back on again, all the System Restore points will be deleted during the "on and off" action you took.
So, it is evident that you probably should make sure System Restore is turned on. Clean up your PC with all/any Anti virus, Spy Ware, Ad-Aware, Registry Cleaner software you have and once you are done running each one and you are satisfied that you've cleaned it up as best you can, go to the System Restore utility and "create" a new restore point.
Hope this helps.

Personally, i DON'T trust system restore...it never works for me...
based on description of its function. it sounds good, but it seems not doing its work...remember also...system restore can't work if your windows xp fails to work, or has problem booting....system restore can possibly be infected by viruses...i also read some issues and bugs about this feature, it's not good
i would rather recommend you to purhase or try RollBack Rx or at least Norton GoBack...
for rollback, whatever happens at any time, restore back in time!
even if xp fails, hope sysrestore can immitate it
