Are you talking about the orchestral music while Rose and the Doctor are on the beach? The musical score for the series was written by Murray Gold (not to be confused by the theme by Ron Graner). There was no other song playing at that time except the score.

The instrumental 'ooooohy' piece that was played while we all sobbed at the end of 'Doomsday' was composed for the tv series by Murray Gold. A CD of the music in the two 'new' Doctor Who Series is being realised on the 4th December I believe which will include the new version of the theme tune and many incidental pieces from series 1 and 2, including 'Rose'.
