That means if you understand the question well you have got half an answer and derive the answer from the question itself ,some times the question is a full answer .

I have to disagree with you, my answer would be that the answer is not always in the question, some times the questions are in the answer, and yes some times it may just be a cool thing to say.

It means that the question contains all of the information in it to answer the question, or that the question is redundant. If you think redundancy is cool, then I guess it is. To you, at least, if no one else.
