Can you suggest any reliable long term remedy ?

Is there any thing that can be done to the roof, any material available that could reduce the insulation/heat conduction.Any new break through in the field of ARCHICTURE?

Answer by "Exile" is very good. Just add: Ask an architect or a civil engineer for a possible heat-arresting layer to be applied to the terrace. There may be two or more concrete-like, paint-like materials for this purpose. Also, double-insulate walls and the ceiling with layers of dense (but reasonably thick) P U Foam & Polystyrene (Thermocol). Also get some insulating floor covering like oakwood or woolen carpet.

It may be that heat rising from the rest of the building is building up on this level. Added insulation to the walls, floor (via padded carpeting) and more energy efficient windows may help. Consider some shading or tinting to any sun-facing windows, to reduce temperature increase from ambient light. Also, if AC is a window or wall unit, check the air intake filter for cleanliness. A dirty filter will make for poor AC performance, as well. The AC unit may even need a coolant recharge.

An A/C will only change the Temp, 17 degrees, he obviously has a larger difference in Temps. Solar blinds, and Attic insulation and ventalization is the only hope. He might try adding an additional unit to the Apartment.
