There are types of steel, that can be hardened by process called heat treating, some are case hardened only and some are Thru and Thru hardened.
Eg
1040 Steel is usually cased hardened (also known as surface hardened) only. Max depth .06 inches.
1080 Steel is thru hardened or can be surface hardened.
The reason for this is, once it is treated it is not possible to machine the parts using standard machinery.
The hardness is measured on various scales, eg 59-60 Rockwell C scale.
Higher the number harder the surface.
Heat treating is an art more so then science.

The hardest elemental metal is chromium. Though there are lot of other man made alloys like Tungsten Carbide etc., which are harder, Chromium is the only hardest natural metal.

Diamond is the hardest known metal! But scientists at the USA's Lawrence Livemore National Laboratory have discovered that metallic osmium is stiffer than covalently bonded diamond. This makes metallic osmium as the strongest metal.

Chromium. As was stated before, it is the hardest ELEMENT. Alloys are mixtures of metals, and therefore not elements. Oh yeah, and diamond is not a metal-it is composed of carbon, which makes it a non-metal.
