If your older niece doesn't have a cell phone and it isn't against your principals, you could get her a prepaid phone. After that, it seems anything from Abercrombie, Hollister are big. If you have a TJ Max in your area, they have some great designer handbags and clothes which are really inexpensive. I found Tommy Hilfiger jeans for my 12 year old for $15.00. Teens like clothes so that's also a sure bet. Or you could buy a gift card for her and her friends for the movies so they can make a day out of it.
The seven year old is easier. Lots of videos are out right now that kids love. Disney Scene it game (or harry Potter, whatever). Clothes aren't such a big deal at this age however necklaces and jewelry are. Maybe a charm bracelet where you start a tradition of buying her a charm for each special holiday, birthday etc. For each girl, I make up coupons for them for them to use when they need a little one on one time.
Whatever the gift I also spend a day with my nieces and daughter where we make "gingerbread" house with milk cartons, graham crackers, candy and frosting. They get a kick out of it and talk about it all year.

buy them a memory like icecapades or aquarium trip take pictures for little photo albums and include ticket stubs. add to each a braclet or charm..time means so much to children and you'll not be forgotten by new-years
