Yes they will be different. The second number in a ISBN identifies the country (or region) that the book originated in.

Some books will have a subtle language difference, therefore the book from the USA is not necessary the same book from the UK, and requires a different ISBN number.

The answer is no in the sense that each "edition" of a book has it's own distinct ISBN number.

The answer is Yes in the sense that English editions and American editions of a book are usually (almost always) published by different publishing firms. Therefore each edition will have it's own ISBN. One single ISBN is NOT assigned to a "title". Each edition of the title gets it's own ISBN. That's why paperback and hardback editions of the same book have different ISBN's. The ISBN of a book will differ even in the same country if the publisher changes. The hardback of a title published by Harcourt, Brace will have a different ISBN than the hardback of the same title that is published by Avon.

The only case where the ISBN of a book in the USA and the UK being the same is if the book was published by only one firm (say for example the publishing firm of Hutchinson in England) and then copies of the book were shipped from England to the USA and sold there.

I own many books where I have both the American and English edition and they always have different ISBN's.

ISBN stands for International Standard Book Number, and means just that, international. So, no, the ISBN is not different in the US and UK.
