too short is anything that is distracting - either to you (trying to sit comfortably) or to other staff/customers/clients.
In an office you should be professional - that may mean infringing on your idea of fashion, but you are more likely to be accepted for your skills and receive better references etc if you dont attract attention for the wrong reasons.

Why would you want to wear a SHORT SKIRT at the office where you work?
if you have a nice office job, then you want to dress the part- 'nice'
if you work in a bar on the other hand, wear em till you 'butcrack shows... there is a time and place for everything.

Some younger women like to wear short skirts because they think it makes them look attractive and it will get them ahead in the world. Really, it just makes them look cheap and easy.
Go ahead and wear as short a skirt as you want to. People just won't take you seriously. If you want to act like a professional, wear a skirt that's knee length or a pantsuit.

Try just above knee length and you can't go wrong. If you're really intent on a short skirt try not to show your bum (I know this is obvious, but there's a girl where I work that shows her bumcheeks eugh)

I feel that you should be able to wear what ever you want when ever you want. If you have the confidence to wear short skirts then go for it! If you feel good about it then you should do it!
Don't let others tell you what you can and can't do.

sit in front of a mirror and cross and uncross your legs,,if you can see your underwear its too short,,given the fact there will be male and female in the office you dont want to be talked about by others who may see a flash of knickers,,not good for your career opportunities.

If at work you have to stretch, fidget, cover, tug etc on the bit covering your neither regions...it's too short!

if u sit or squat and everyone in the office knows the color and style of your panties its too short.
