1. All you had to do was think of the most obvious source for such information. Step forward the Commission for Racial Equality (CRE).
http://www.cre.gov.uk/

2. The CRE's website has a google-powered internal search facility. I input "barriers to learning" and it provided me with 95 documents, the first two being
a) Subject: Early Years
"CRE response to the Department for Education and Skills' Early Years Foundation Stage consultation"
http://www.cre.gov.uk/default.aspx.locid-0hgnew0ir.htm
b) Subject: Ethnic minority women
"Submission to the Women and Work Commission"
http://www.cre.gov.uk/downloads/scot_work_and_women_comm.doc

3. I am not going to list them all, because you are capable of doing the searching. You can input the same words and/or try something of your own.

4. My advice to you, for the future, is to stop and think about the most likely internet-based source. I am sure that you were aware of the CRE's existence. Yahoo! Answers is not the obvious place for acquiring information, as can be seen by other answers here. You were lucky that I came across your question, but in the future you may not be that fortunate. You could also have been subjected to racist abuse.

[By the way, BME stands for Black & Minority Ethnic]

Most county councils have a department that's devoted to BME and equal opportunities. Try contacting your local council, or put BME in your browser (Google or Yahoo) to see what comes up - there's a lot!
