I would have to agree with control. She wants to control every aspect of his life and doesn't want to see him move on. She doesn't want him but doesn't want anyone else to have him either.

She has economical reasons. A divorce always asks money, and if the economy of your ex's has based on shared money (and if your partner has been responsible for remarkable part of it), this can be an important aspect.

She is emotional uncertain. Your partner, no matter which reason has led to the end of their relationship, is still remembering your partner. It seems that, after awhile, people forget bad things and remember the good ones. Your partner may still be in some peculiar way familiar for her.
I think that you have to wait. Time is the best medicine at least against the symptom 2.

Interesting. Your partner is telling you this, or do you know it for a fact?
Even in the USA with its somewhat draconian divorce laws, MOST states have no fault divorces now. Research the states where you could move to to get a quicker divorce without needing her consent if you are currently in a state where that is still required.
Let's face it, if your partner wanted a divroce, HE would find a way! Has he even consulted a lawyer? I'm guessing not from the sounds of it.
Something is not quite right here on the evidence presented.

She doesn't want to turn loose of him evidently.
She could still be carrying a torch for him.
She could just Be mean as heck.
But she will not have to consent for him to get a divorce.
differences will get anyone a divorce. If there are lots of money there that could be a key role for her behavior.

there has to be a valid reason why, oterwise it could be forced to proceed. Unfortunately, not everyone can let go, and often cling on , with the slightest bit of hope that the relationship will re-kindle.

people may nt want a divorce cuz
1. they may have children and they wudnt wanna braek up the home becuz of the kids
2. because they want to make the marriage work
3. cuz they still luv their spouse
4. cuz it becuz of thier religion-sum religions dun allow divorces
it cud be becuz she may still luv her man an dshe cant let go

Some states don't require consent. Control or love. It's possible for one person to still love and the other not to...but that is a losing battle.
