Supposing the first question that was ever asked had an answer, which of the two would have come first.

the answer came first. in fact, all the answers already exist. it is up to us to figure out the questions.

This question is rooted in religion. If we are designed, then the answer is; the knowledge existed first and the ignorance existed second because the Designer has all the answers by design. He is All Knowing. He created minds without knowledge, ergo, the questions. If we are random goop that somehow accidentally happened to form incredibly long strands of DNA that could procreate, then ignorance was first, but knowledge is key for success.
I happen to be among the group who believes the answers were first.

The answer came first and the only way to find it is to ask the question.

There is knowledge and truth, and there is the inherant human desire to find that knowledge and truth. The question, or impulse to try and discover, exists in the mind of the person searching for that knowledge. They may or may not find an answer; maybe the answer is subjective, or simply does not exist. Sometimes the search itself can help them to understand themselves and the world around them better. It all depends on the person, what they ask, and how they go about finding it out.

The question and the answer came at the same time, they co-exist. For every question, there is an answer, and to every answer, there is a question. You can never ask a question that you dont already have an answer to, its just that you are not aware of the answer at that particular time

We have a cat followed by a dog. The cat runs toward a dead end. It has 2 options: take to the left or to the right. The cat turns left. Cats dont think, it was just instinct. Now imagine that cats can think: "which way do I go?" "I'll turn left becouse of ... (something)". Now we have a queston and an answer but both dont really exists. The same is to us. We have questions and answers, but are only in ower minds and because they dont really exists we cannot say which one was the first.

Its the basic question of which came first the chicken or the egg?

Once you can answer this then its solves all questions regarding your question.

But if you are a politician....

Definitely they know the answers before they ask the questions!

there is an answer to every question... so the opposite has to apply as well.
since human developed their mind little by little, but nature was already developed to its full, i will assume that first was the answer and second came the question that questioned why nature gave these answers.

Once upon a time the oceans of the world were very peaceful, but very calm and quiet. And the fish that lived in their waters were very smooth, graceful and happy. The oceans were deep and their depths were cold and very secretive. But in the skies above, the Sun used to shine most generously upon those oceans invigorating all that lived underneath. And the warm and gentle southerly winds would come from the mysterious and magical lands in the south gently caressing the surfaces of those waters. And then one day, something very strange happened. Another wind rose upon the realms of those oceans - the cold and strong northerly wind that came from the harsh regions of the north. The two winds then intertwined. They danced round each other. And as they did so, they twirled up to skies high above. And as this was happening, down below upon the surface of the oceans a tiny little wave was born. That tiny little wave was quick and eager. The wave smiled and giggled. The vast expanses of the mother ocean were stretched all around for her to play upon. The little wave sparkled in the Sun. She stumbled forward in her eagerness, but she soon fell back into the familiar embrace of her mother but the little wave rose again, and then again. She played all day long in the rays of the Sun above with the joyous fish of the deep. The wave became faster. She grew stronger. And became as smart as the fish herself. But then as the day grew older the shadows upon the oceans grew longer. The Sun went to behind the unknown horizons in the West. The dark blue shades of the evening spread all over the deep. The oceans looked very calm, quiet and thoughtful indeed. The wave suddenly became very sad and lonely as she wandered alone upon the dark and unfamiliar surfaces of endless waters al around. Then as she glanced upon the skies above, she saw the most beautiful thing that she had ever seen in her life. The brightest Moon was in its full in the black velvet starry skies above. The Moon smiled at the wave most courteously. And the wave in her eagerness leapt towards the Moon. She fell back, but she rose again, and again, and then again, each time growing stronger and getting higher. The mother ocean, who was keeping an eye upon the little wave and was watching all this most eagerly, gently asked – where are you doing, my little wave? I am going to touch the Moon, mother – the wave relied.

Consider this scenario:
God asked himself this question: Should I create the Universe?
God had no answer to his question and wondered aloud: Why not? Or why should I?

Wondering aloud again, God: If I do, how should I go about it?
And the questions could go on and on without any definite answer.
