depends on which bufffers -pH will with solubility, aas will temperature
maximum capacity depends on individual buffer - citric acid maxes at 3 base molecules, as does phosphates..

Bit sketchy on buffer solutions, but I believe the concetration of substituent base has to be very exact for it to be effective
