I have this problem, I used these steps to turn off system restore on "Windows XP" not "Windows Me" :

1 Click Start > Settings > Control Panel.
2 Double-click System.
If the System icon is not visible, click View all Control Panel options.
3 On the Performance tab, click File System.
4 On the Troubleshooting tab, check Disable System Restore.
5 Click OK.
6 When you are asked to restart Windows, click Yes.

and now no icon on the desktop is enabled, everything is disabled including the "Start" Button..I need to turn system restore back on again...Help plz.
I'm using Windows XP
The "Start" Button is not working, it doesn't open???!!
These steps are to be used on Windows Me but I used them for Windows XP...

Is your start button gone or there but not functional? If it's gone your task bar may have just been dragged down hidding it...try click and holding down the left mouse button at the very bottom of the screen and drag it back up...To re-enable your desktop icons just click the right mouse button anywhere on your desktop background and go to "Properties" then click (with the left mouse button) the "Desktop" tab and then click the "Customize Desktop" button, there under the "General" tab you will see "Desktop icons" just place a check by the icons you want to appear...

1) Try a hardware reset ( by the power buttons )
2) Restart now in "safe mode", here is how to ---
To get into the Windows XP Safe mode, as the computer is booting press and hold your "F8 Key" which should bring up the "Windows Advanced Options Menu". Use your arrow keys to move to "Safe Mode" and press your Enter key
3) Enable "System Restore" like this...

Select Start followed by Control Panel, and double-click the System icon. Then:

a. Click the System Restore tab on the System dialog box
b. To enable, clear the Turn off System Restore check box
c. To disable, select the Turn off System Restore check box
d. Click OK when done

4) Restart your machine and let it boot normally this time

If you need to disable system restore follow the steps in step 3 in future.

Press Windows Start Button + Break you will get the system properties, goto system restore tab and do your stuff.

If the XP says it has been disabled by the admin or you dont have the rights then there could be a virus/worm in the comp.

When you reboot the computer, try starting in safe mode by holding down the F8 key before you see the Windows XP logo appear... Then see if the start menu behaves normally.

right click on my computer , go to properties and restore there u can change it
