I would turn off the inside valve, and leave the outside tap open. If you can drain the pipe all the better. The main problem is water between the outside tap and the inside valve expanding and bursting the pipe as it freezes. If pipe has been drained then this will not happen.

Sounds to me like your doing O.K. as long as all valves to the outside are off for the winter.

if ur trying to winterize ur house the very best way is this:

get a small air compressor, around 50 psi max.......
lowes sells a fitting that u screw into ur kitchen sink faucet....
cut off main at the street water supply.......
cut off power to water heater.....
connect water hose to water heater and drain heater......
connect air hose to the fitting at kitchen sink....
open 1 outside spigot......
cut off water supply to toilets......
open the cold side of the kitchen faucet...

after doing this, then u can turn ur compressor on at about 20 psi and the air will force the water out of the pipes to the outside spigot....

repeat this again with the hot side of the kitchen faucet......
