I have a male high school teacher was teaching in Africa and wants to start teaching here in US. He is asking my advice. What does he have to do to acquire a teaching lincense in US? In which State would he get the license without taking any classes or just a few since he has a bachelors degree?

He needs U.S. citizenship, and he needs to earn his teaching credentials according to the state board of education's criteria for whichever state he chooses to teach in. Likely, he will need to have earned a degree from a four-year university as well as some kind of approved teacher training.
Even with a bachelor's degree, the state board of education will have to approve of that degree. And then, he will still HAVE to receive some sort of approved teacher training before he will be allowed to teach in U.S. schools.

I have a Texas teaching certificate, and I cannot teach in Alaska, unless I take special teaching courses that familiariaze me to the teaching challenges that are unique to Alaska... Equally, your friend will need to be trained for teaching situations that are unique not only to the U.S., but also to whichever state he chooses to reside and teach in.

He has to follow the same steps that anyone takes in the states.
Be legal in this country with a work permit is the first requirement.
Then:
Go to any certified college with his accreditation's from Africa and ask if his degree is acceptable in the states.
If it is but is lacking the necessary courses for needed in the states then he is required to take it.
The National Teacher Exam and local exams might have to be taken to prove his teaching knowledge.
He might or might not have a semester of student teaching.
After he has all his credits approved and exams taken he will have to request the state that he is going to tech in for a teaching certificate.
