I have an idea. Dump detergent at the roots of the tree. The tree will go bad in no time.
Another idea. Go at night and climb the tree. If they ask you why are you doing so, tell them that you can't breath at low levels.
One more idea. Pay someone to cut it for you. See at what time your neighbours are not at home. During that time, call the company that cuts trees, or go to them and ask them to do the job. When your neighbours come home there is no tree. Lol.

In these situations the first best step is to sit with the neighbor, gently explain your distress, maybe offer to pay for removal - or 1/2 - and contribute to alternate planting. If you antagonize them - you know, forget anything. Where I am (CT) If any part of a neighbor's tree hangs over property line you can do whatever up to the line - maybe not relevant for a palm. Even if you are within you rights, always best to have a friendly sit-down.
Good luck. Worse comes to worse think of us in theNE - beginning freezing, trees are bare and the water I see are puddles from a persistent cold rain!

call the county housing or zoning office and ask if you have any rights in this, im sure they would say you dont unless you pay for the price of the trees current value to remove it and then only if the neighbor agrees. if you know you can look it up , why didnt you, much less yell at us for informing you that you are being lazy as well as a grump over something thats really not your right to do.

I doubt it. The only way to know for sure is to contact the city. I can't imagine there is anything that they would do though. Maybe you could try asking your neighbor to keep the tree pruned (maybe offer to pitch in or pay for it if it is that important to you.) Unless the tree in damaging your property or violates some ordinance, you are probably stuck with it. Try diplomacy or hope for a lightening strike.

you should try asking your neighbor to move the tree because you always have to respect others if you are the neighbors...try asking them about the tree and try and solve it together

I don't know what the rules are over by you, but in WI if it's on someone else's property, there is nothing you can do, unless it can be deemed an eyesore or danger, etc.
