It has to do with the announcing "there is not any guidelines with out an exeption"...this is allways the actuality. And nsometimes the assertion gets extra efficient in case you opposite the element, by way of going after the exeptions, then you may coach a rule.... properly....purely a thaught....

I don't KNOW the answer as such; but i guess this should be the meaning:
Maybe there's a rule that says that there WILL be an exception to everything. So when you are an exception, you may be proving this rule.
Just my guess :)
