Why in a rowboat when the rower pushes both oars backward does the boat move forward?

For every action force there is an equal and opposite reaction force.

The force your oars apply to the water creates a reactionary force of the water to your oars. Since the oars are a part of your boat, the boat pushes forward.

for every action there's an equal and opposite reaction. You push the oar handle forward, which cause the oposite reaction of the other end pushing backward, the other end pushes the water backward which causes the oposite reaction of pushing you forward.
