A nation that doesnt have humourous characteristics, such as irony; sarcasm; abstract concepts and even romanticism, in their language and dialects.
(A bit general and maybe obvious, but hey, its true!)

With tongue in cheek, I would say the USA but look at certain of its politicians and religious leaders, and one must think the voters at least like clowns!
Seriously, I am probably doing an act of profiling, but it is hard to know the degree of understanding humour in countries where there is tyranny (Like N Korea or China), and hard to imagine humour being popular in places with horrible religious or other oppression and human rights violations. It would be hard to understand humour in these conditions if it existed.
Germany and France are probably at the bottom of the list, however, for countries that have a high degree of intellectual and other freedoms.
I can say that compared to BBC Radio, the broadcast humour produced in America is not all that funny. More embarassing to the listener than even amusing.

China has very little care for western humor...but they can get down and silly with the best of them. I bet that the Afghans probably have some real issues with humor, but hey what do I know...
