If you're heading to the larger towns and cities, you shouldn't have problems finding an ATM next to or inside a bank, as well as standalone machines at the shopping malls. You probably won't find standalone machines at a gas station or convenience store like you see in the US, though.
Different bank ATMs have different withdrawal limits. BPI is pretty generous about their daily limits.
The ATMs at Ninoy Aquino Int'l Airport and in the tourist areas of Boracay, not surprisingly, have their problems staying up and online. You might have to get off the main drag to find a working machine.
Most machines are on the Megalink network, which makes them compatible with many of the major US ATM networks like Cirrus and Maestro.
Over the last 10 years traveling there, I have had no problems getting money out of a working machine when I've needed it. You should be in pretty good shape.

ATM's are all over the bigger cities. Even Puerto Galera has 2 now since about a month. On some of the smaller islands this may be a problem (Marinduque, parts of Palawan)

You may not find ATMs everywhere you go in the Phils, especially in the country side or on remote small islands. Otherwise, in more touristic places and towns you will find ATMs, no problem....but not always guaranteed.
