There a village in Málaga called Torrox; it has posters along its beach saying "The best climate in Europe". I´ve been there and there are many foreigners living there either the whole year or in spring, autumn and winter because in summer there are many people from the nearby provinces (Málaga, Jaén, Granada and Córdoba) spending their summer holiday there.

Depends on which time of the winter. Up to about now Turkey and Crete are a good choice but cooling down and wont be warm until April. Spain/Portugal has all ready cooled off and will be warm gain in March. Sicily in Italy is always a choice from March on. Canary Islands is a good choice during the whole winter December-January can be pretty windy, though.

The Mediterranean area warms up from west to east in spring and cools visa versa in the winter.

The sea water during 5the winter is around 17 C in the Spain/Portugal Atlantic 17-20 Mediterranean, ´22 Canaries. 22-18 (October-March) on Crete/Turkey and so on.

I would suggest my country to you my friend -- SUNNY SPAIN!!!

We have very mild winters and soothingly warm climate all year round. We have clean air and a lot of friendly people.

When you visit, head south to Andalusia. Climate there is warm and cozy. You can watch flamenco dancers entice your senses while you are sipping cool Sangria.

Or you can head East to the Mediterranean coast of Catalunya region, Barcelona for arts and culture and Sevilla for a really relaxing strolls through it's narrow streets to watch the local way of life.

Spain welcomes you my friend.

Notes & Additional Resources
Many of the extremes in this report came from two sources. The first, "Climates of the World", is an NCDC publication that lists global average temperature and precipitation information for particular locations, with highlighted global extremes. The publication is available for purchase as an offline product. The second publication is the updated "Weather and Climate Extremes" (TEC-0099) published by the US Army Corp of Engineers. The report lists global extremes for various climatological parameters and presents global map inserts as well. The publication can be purchased from the National Technical Information Service.
