only two ways to find out
1 read the bottle
2 put some on and lay out in the sun. if you get burned its not sunblock ;)

Put sunblock on one arm, moisturizer on the other, and go for a long walk or let them be in the sun for awhile.

Because when you wear it, you don't burn as quickly.
If you're asking how to tell if a certain sunblock isn't really just a moisturizer, read the label. If it contains known effective sunscreen chemicals like avobenzone, zinc, titanium dioxide, Mexoryl SX, etc., then you know it's really sunblock.
