He says since the new town is now my base he cannot pay for my relocation but can only pay if I go away from my base to another place. So he will have no responsibility to help me relocate.
Can I sue him for this?

Under the Labor Laws, relocation costs could be passed on the employer if you requested for a transfer. However, if the relocation is not your request, the employer must pay for the costs of your relocation expenses.

I don't know if you can sue, but relocation costs are tax deductible if you move a certain point from your home, I think it's 50 miles. That's probably better for you in the long run. I'm sorry I couldn't give you legal advice, but hopefully this helps a little.
