Sorry to disappoint you, but they change - frequently. If the people currently in power think that moving a county boundary will alter the resuilt of a local election, they do it. There is only one true County in England and that is County Durham which is in the Northeast close to Sunderland.
The rest of the country is divided into Shires and,Boroughs.
For example Bedfordshire,Hertfordshire,Borough of Camden,Borough of Islington etc.
