I'm going to answer this one in thinking that you or at least most readers here don't like Pres. Bush. nor Republicans. So, if in reincarnation you go up a level if your last life was good and you go down a level if your last life was bad, most readers here would say he is bad and would say that he will go down in life form. Thus, my theory is that he is come back as a Democrat.
