Tell her that you have a question to ask her, but not at this time. She will think about it all day. Then when the appointed time comes, and she looks for you, tell her you forgot. My husband did this to me when we dated and it drove me nuts. It will only work a few times before she gets tired of it. So, do it sporadically.

Skip the silly idea of figuring out how to "tease" someone. Just be friendly and nice and show some interest in her.
The "teasing" thing will probably make her think you're kind of jerky and probably won't win you any points.

The key is confidence. You can tease away as long as you are confident and give her a smile afterwards. But don't overdo it or you will just look like an a$$.

You know...I wish guys would realise that most women find it annoying to be teased. You're in college not in nursery school..please don't do it. Because when you show your immaturity, whatever sexual attraction she is for you will be lost. Be a man and walk straight up to her and have a adult conversation.

The regular way. No I'm just kidding, but just be yourself, make eye contact, and be as witty as you can! Say sorry if you hurt her feelings though make sure she knows you're just teasing
