what can a childs social security/ssi backpay payments be spent on?

my child receives ssi-he gets his monthly ssi payment and he has received 2 lump sums,1 every 6 months. it is past due for his third and final payment and caseworker makes up something different to sign, fill out or somethung and will not release it-i was told they only had 1 year to make all backpay payments and it is past that-what can i do?

Call the SS office and ask to speak with a supervisor or someone in charge of the office. If that doesn't produce the check contact your State governor
