Rainbows are merely refracted light shining through a water source or water vapor suspended in the air. There is no end to the rainbow, there is no beginning, a rainbow is nothing more than the light spectrum divided into its core component colors.

Obviously, you can never reach the end of a rainbow, because it's just a reflection. But, it you could reach it, then yes you would find water, because that's what causes rainbows. Sun reflecting off of water.
