Short-term probably Rove, but in the long term I don't see it. In terms of wins and nothing else, I think his biggest strength is in the divisive way he ran his campaigns which was to rile up the base (religious right and neo-cons) and terrify the middle (terrorists, democrats hate christian values, etc, etc, etc) but after a while, when a lot of it turns out to not be true, people won't buy it anymore and the strategy will fail like we just saw. When it comes down to it, he doesn't really understand people as well as everybody thought.
Rahm Emanuel did a hell of a good job, but there was also lots of grassroots support with Move On and the DNC also doing a lot of good work. He focused hard on on important races and recruited a lot of good candidates, so we'll have to see how his strategies work out, but right now it's looking good.

Rahm was able to garner support from even republicans. Karl Rove lied about the democratic agenda and the republicans STILL lost!

I know who both of them are and you are comparing apples to oranges. The Republican counterpart to Rahm Emanuel is Tom Reynolds. The Democrat counterpart to Karl Rove is James Carville or maybe Paul Begala.

Depends on the job description. If it's to lie and cheat and do everything possible to undermine the democratic process l'd have to go with Rove. If it has something to do with getting candidates elected then obviously it must be Emanuel
