In Windows 2000 and Windows XP, you can do that with a group policy.

Choose Start, Run, type gpedit.msc, and press Enter. Use the tree on the left to navigate to Local Computer Policy\User Configuration\Administrative Templates\Control Panel. With Control Panel selected in the left pane, double-click "Prohibit access to the Control Panel" in the right pane. In the dialog box, select Enabled on the Policy tab and click OK.

A limited user cannot access "Control Panel, Sir.

There's some error in your configuration of the Limited User Account.

Please reset it.

Go onto the administrators account, and go to START-CONTROL PANNEL- USERS and pick witch one, and follow the directions, and you can limit the other users from not downloading anything etc.
