You can either do it on your desktop, or do it on a web page, or your favorites and links.
If you use a web page editor like Front Page then you can open a new page, place your icons on that page and then add the links to each icon.
If you want to use your desktop then you need to create the icons, move them to the proper directory (System 32 on most Windows Operating Systems). Then select the normal icon on the desk top, right click on it and select properties, then when the dialogue box opens pick select Change Icon. Then select browse and find your icon. The default directory is where the Windows OS stores your icons.
I like to customize my favorites. I use the same method I described above to do that. I have Paint Shop (but you can use Photoshop as well). I like to take a Print Screen Image (use the F Key on the right of F12) to copy the screen with the logo for that web site. Then I paste it into Paint Shop and edit the logo. I make a small picture and save it as an BMP (Bitmap) Image. Then I use a old program I found years ago that transfers BMP images into Icons. I save them in the System 32 directory and then use the Properties > Change Icon > Browse to select my new icon.
(Your Links bar is accessed through your favorites or you can click right on the icon and replace it).

You can use some programs that are offered out there as a free trial like Macromedia's: Fireworks, Flash, and Dreamweaver. You can easily create them with Fireworks. Test them out.

If its your desktop just go to the control panel, select display settings and then go to the desktop tab and "browse" for the icons you want, when done go to the main tab and save the "theme" with whatever you want to call it and wherever you want to save it.
