Try buying Plus Sizes for girls.
Gap, Old Navy, Target and Walmart all carry them. My daughter is a size 10 but too short for most of the pant lengths. We found an 8 plus with the adjustable waist is perfect. At Walmart we spend $10. I've gotten them from the Gap on ebay for $20.

I was the same exact way, try maybe old navy, gap, limited too, uni glo, jcpenneys. Those are the only places i can think of that might fit, that is if its a girl. if a boy, take back limitedd too. Uhh, i didnt start wearing jeans until i was 12, because i could never find the right fit. maybe try abercrombie kids too? not sure, but its expensive

I have a 10 year old who is somwhwat tall but her girls clothing fits too tight so I look at junior petite sizes...ask any store like jc penneys etc. for finding that....

You might want to try juniors for her in a smaller size. You may have to hem to get the right waist size.
