I Need to know if you can voice chat on xbox for the game FFXI?

Can you voice chat On FFXI on the x box with out party and if so how because I can't figure out how to do it? Please some one help

The game doesn't allow you to voice-chat with anyone until you join a party. Probably because of the confusion it would cause out in the main lobbies.
