Cleveland won't draft a QB yet, until they find out what Frye can do when he actually has time. He's made some pretty good plays (and, granted, some pretty bad ones) when the line gives him some protection. He'll be given time to prove himself.
Oakland will stick with Andrew Walter until he proves himself (or fails miserably). Walter has talent at WR, but, just like Frye, needs time.
Jacksonville might draft one, but in the later rounds. Even if Leftwich leaves, Garrard is still good enough to carry them for a little while.
The Jets are a solid pick to grab an early QB. Troy Smith would be a phenomenal pick by the Jets, especially with a young O-lineman in Ferguson blocking for him.
But Detroit is definately the team that will draft a QB. With the Lions picking ahead of New York (assuming they don't go on a massive winning streak), Detroit will set the pace for quarterbacks taken. If they take Quinn, Smith will go to the Jets, or possibly even the Redskins.
Then again, there is always the possibility that the Colts might grab a QB at some point within the next two or three years. Sure, they have Peyton, but how long can he go? And Sorgi is getting older and older just sitting on the bench, aside from pretty much every Week 17 game for the past four years.
But in my opinion, only the Lions, Jets, and possibly Redskins and Jaguars are looking for high-priced rookie quarterbacks.

why is everyone saying that the lions need a qb? Come on we have kitna who is on pace to set the lions record for passing yards in a season. We have an alright back up in mccown also. By far the team that needs a qb is the raiders. Aaron brooks just sucks and walter is terrible. Other teams that need a qb are the vikings and the bills.
I dont think drew stanton is that great...but i am a michigan fan so yeah
Quinn will go to oakland
smith will go to vikings
jacksonville does not need a qb...they have leftwich and garrad
