There is this kid who is the same age as me he's really sweet and cute but he's 5'0'', and i'm 5'5'' and he looks like he's 12.

Yes it's fine - and normal too. Girls your age are usually taller than boys the same age. But just wait... Anytime within the next year or so he'll suddenly start shooting up. His voice will change and he'll lose some of that baby face look.
