The situation is France during the German occupation of WWII was a difficult one. The Germans actually occupied the northern part of the country and the entire west coast. The "unoccupied" territory is now called "Vichy France" though at the time it was referred to as the official French state. The US had diplomatic relations with Vichy France at the time, which included roughly the southeastern "half" of the country. Still, though technically not "occupied" by the German military, Vichy France was de facto a puppet government of Hitler, being essentially powerless to fight against the occupation.

Eventually in 1942 after the Allies landing in North Africa the Nazis invaded the free zone of France (the South) and asked Marshall Petain to call back as Prime Minister a mediocre politician in favor of an entente with Germany called Pierre Laval. This same Laval in 1935 had let down the Ethiopians when Mussolini invaded this African sovereign country, member of the League of Nations (predecessor of the U.N.). After his arrival to power, Laval once more let down France and engaged Vichy in a shameful collaboration with the Nazis. It was the end of any idea of independence for the French and to this day they have not forgotten Laval the evil he did to his country. Lavas was shot by the Gaullists in october 1945 after his trial.

Look in Wikipedia for or Google "Vichy France" and "Marshall Petain" to know what happened to SW France after Petain surrendered to Germany.
